５月10日（月）　本家イギリスで明らかとなった小選挙区制の問題点　[国際] [編集]

　注目されていたイギリスの総選挙が終わりました。第１党だった労働党が90以上も議席を減らし、保守党が第１党になりました。
　躍進すると見られていた第３党の自由民主党は、前回より５議席減らして57議席にとどまりました。各党の獲得議席と得票率は以下のようになっています。

　以下は、政党名、議席数（増減）、得票率％（増減）の順。

　このように、保守党は第1党になりましたが、獲得議席は301議席で下院の過半数である326議席には届きませんでした。全政党が過半数割れとなるハング・パーラメント（宙ぶらりん議会）の状態が1974年２月総選挙以来、36年ぶりに生じたわけです。

　この結果については、様々な論評が可能ですが、どのようなものであっても、これで「小選挙区制バンザイ」というものはないでしょう。それどころか、私が17年も前に、拙著『一目でわかる小選挙区比例代表並立制』（労働旬報社、1993年）で書いた小選挙区制の問題点がてんこ盛りになっています。
　小選挙区制の問題点について、詳しくは、この本ともう一冊の拙著『徹底検証　政治改革神話』（労働旬報社、1997年）をご覧になって下さい。ここでは、その中でも特に次の点を強調しておきたいと思います。

　一つは、議席数と得票率の大きな乖離です。労働党は得票率29.0％で306議席も獲得したのに、自民党は23.0％の得票率で、たったの57議席を得たにすぎません。
　得票と当選者との関係では保守党と労働党が「膨らまし粉」によってかさ上げされたことは明らかです。逆に、自民党は、得票率に比べてずっと少ない議席しか獲得できませんでした。
　労働党と自民党では、得票率ではたった６ポイントの差にすぎないのに、議席では249議席もの差がつきました。これをインチキと呼ばずに、何と呼んだらよいのでしょうか。

　第２は、このように、大政党に有利に、小政党に不利になる小選挙区制の「特性」＝害悪が極めてはっきりと示されたということです。このようなインチキな制度が、どうして民主的な選挙制度として採用されているのか、私には理解できません。
　イギリスは、議会制民主主義の母国とされていたのに、この間違いに気づかないとは、どうしたことでしょうか。今回の選挙は、この制度の害悪によってイギリス政治がしっぺ返しを食わされたというべきでしょう。

　第３に、このような不備があっても小選挙区制が採用されてきたのは、それを補うほどのメリットがあるとされていたからです。それは、２大政党化を進めて政治を安定させ、政権交代を促進するからだというのが、代表的な弁護論でした。
　しかし、これも、今回の結果によって反駁されています。事実は、このような謬論を木っ端みじんに打ち砕いています。

　第１に、小選挙区制が長い間実施されてきた結果、２大政党化が進んだのではなく、多党化が進んでいます。今回の総選挙に候補者を立てた政党は、保守党、労働党、自民党などの主要な政党だけでなく、民主統一党やスコットランド国民党などを含めて、全部で10政党に及びました。
　これだけの政党が候補者を立てているということは、２大政党化の偽りを示しているだけでなく、２大政党では国民の要求や利益を代表できないということをも示しています。２つの政党がちゃんと機能し、利益代表としての役割を果たしていれば、これほど多くの政党が候補者を立てる必要はなかったはずです。
　つまり、２大政党制は、今日のイギリスにおいてさえ、もはや市民社会と政府を媒介するシステムとして機能不全に陥っているということなのです。イギリスにおいても、２大政党制はその役割を負え、時代遅れになっていると言うべきでしょう。

　第２に、このように、２大政党以外の第３の有力政党が出現した結果、イギリスの議会勢力において、過半数を占める政党がなくなりました。少数与党か、連立政権が避けられなくなったのです。
　つまり、「小選挙区制＝２大政党制」という神話が覆っただけでなく、「２大政党制＝安定政権」という神話もまた、過去のものとなってしまいました。今後のイギリスでは、恐らく、単独政権ではなく連立政権が登場することでしょう。
　でも、心配いりません。連立政権はもはや普通のことであり、先進国で当たり前のことがイギリスにも及んできただけなのですから……。

　第３に、選挙の結果、労働党のブラウン首相はブルーになってしまったようですが、ようやく、気を取り直して自民党のクレッグ党首との連立協議を始めるようです。もし、連立すれば、かつてのLib（自由党）-Lab（労働党）連合の再現ということになるでしょう。
　もし、そうなれば、政権は交代せず、労働党中心の政府が続くことになります。「小選挙区制＝政権交代の促進」という神話もまた崩れることになります。

　果たしてそうなるかどうか、大いに注目されます。というのは、自民党は連立政権の樹立の第１条件として、選挙制度の改革を要求しているからです。
　小選挙区制に風穴が空くのでしょうか。比例代表的な内容を加味した新選挙制度への道が開かれれば、今後のイギリス政治にとって極めて大きな意味を持つにちがいありません。
　そしてそれは、やがて日本の選挙制度改革にも大きな影響を及ぼすことになるでしょう。小選挙区制の導入は、イギリスをお手本にしていたのですから……。

　いや、イギリスの変化を待つ必要はありません。日本でも、小選挙区制の害悪は、もはや明瞭になってきています。
　本家の動向にかかわりなく、日本は自主的に小選挙区制というインチキ選挙制度をきっぱりと捨て去るべきです。そして、小選挙区制抜きの比例代表制度を採用し、民主社会にふさわしいまともな選挙制度への舵を切るべきではないでしょうか。

別に最初に民主主義を採用することを決めてから選挙制度を採用したわけでもありますまい。ある選挙区から代表者を１名というのはあながちおかしな話ではない。その選挙区の代表者が複数いたら誰がその選挙区の意見を代表するのか分からなくなる。

その後、いろいろと弊害がでてきたのだから改めるという話があり、オーストラリでは優先順位をつけたり、ニュージーランドでは比例代表を併設しているなどある。

イギリスの場合はマニュフェストがらみだろう。連立となると、手を組む他の政党の主張も考慮せざるを得ず、結果、マニュフェストを改訂せざるを得ず、その協議が密室で行われれば、国民不在の謗りを受ける。また、連立の組換で、選挙を経ずして密室での政権交代ということにもなる。

また、イスラエルかな、過激な少数政党がキャスティングボードを握り、少数意見が却って通り易いということもあるようだ。

いずれにせよ完璧な制度はない。

平成日本に延々とはびこる連立政権。
特定の思想・信条に凝り固まった集団の支持みで、国民全体では１％にも満たない支持しか受けない政党と名乗る者達が、国家・国民全体の利益にならない世迷い事を通しています。
とりあえず参院の比例代表制止めましょう。参院ごと止めてもいいでしょうね。

国会議員の無駄遣いにご執着な政党なのに、議員定数削減や比例代表削減には猛反対の政党とか、キチンと説明して欲しいですね。

タレント議員だけでなく、特定勢力のアイドル議員も勘弁して欲しいです。
